Beyond simple proposal-collection windows, Parti has built a multi-layered citizen-collaboration platform model — citizen proposal → deliberation → citizen assembly·voting → policy. The model is released as the open-source platform DemosX, enabling anyone to build their own public square, and has reached the stage where AI-assisted large-scale opinion analysis allows citizens themselves to identify agendas.

A system where any citizen can submit a policy proposal based on problems observed in everyday life and their neighborhoods. Supports anonymous or identified submission, file attachments, and automatic linking of similar proposals.

A structured process where proposals are deliberated through citizen discussion, expert input, and institutional responses — not decided by simple majority vote. The multi-layered flow — “topic curation → preliminary review → preliminary discussion → expert forum → open dialogue forum → post-discussion → citizen panel evaluation → maturation forum → policy” — is the core of DemosX, refined through a decade of Parti’s operational experience.

3. AI-Based Large-Scale Opinion Analysis

Automatic classification, summarization, and category-pattern extraction by AI from thousands to tens of thousands of citizen opinions. Goes beyond simple majority vote and enables citizens themselves to identify agendas — a new stage of governance. AI analysis results are then verified through expert review, citizen panel deliberation, and voting before becoming confirmed agendas that flow into substantive social dialogue.

4. Citizen Assemblies & Citizen Panels

Tools for running citizen representatives — selected by lottery or recruitment — through in-depth policy deliberation. Supports random sortition, panel workshops, drafting consensus statements, and announcing results.

5. Citizen Voting & Policy Decision

✅ Implemented

A system for citizens to directly decide on deliberated proposals through voting. Combined with Parti Townhall’s large-scale voting capacity, it is used for participatory budgeting, citizen general assemblies, and policy decisions.

8. Open Source Commitment

⭐ Parti Original

DemosX is independently developed by Parti but released as open source — anyone can build their own public square with it. Both the code and the operations guide from 200+ public forums are openly available, so institutions don’t need to build from scratch but can adopt and adapt a validated model. The conviction that the citizens’ square belongs to citizens, embodied in open code and shared know-how.

9. Democracy Seoul / Sangsangdaero Seoul

✅ Implemented

The Seoul Metropolitan Government’s citizen-collaboration platform. Parti led the planning and operations from 2017–2019, building it into a model where Seoul’s 10 million citizens could directly propose and decide on policy. Winner of the 2019 iF Design Award (Service Design). Renamed “Sangsangdaero Seoul” in December 2022 and continues operating.

10. Gwanghwamun 1st Avenue / Policy Dialogue Forum

✅ Implemented

The Ministry of the Interior and Safety’s whole-of-government citizen-participation platform. Parti has operated the Open Dialogue Forum since 2021, which evolved into the Policy Dialogue Forum — a cross-government public square where citizens and government deliberate together on rapidly changing social issues.

11. National Cohesion Platform

✅ Implemented

The Presidential Committee for National Cohesion’s citizen-participation platform. Through “Field-Based National Dialogue,” 4,215+ citizen proposals are gathered and organized into six domains (politics·ideology, polarization, regional, generational, gender, social vulnerability). AI analysis is used to identify agendas, which are then verified through expert review, citizen panel deliberation, and voting before flowing into substantive social dialogue. The most advanced implementation of Parti’s multi-layered citizen-collaboration platform model.

National Cohesion Platform

12. Ten Million Connections

✅ Implemented

An online public square where citizens dream together about the world to build after President Yoon’s removal. Over approximately three months, 788 citizen opinions were collected and classified into nine domains using AI-based analysis. The results flow into policy development by 11 subcommittees of the Social Reform Special Committee, and inform the platforms and policies of political parties. A case where Parti’s AI-based large-scale opinion analysis was applied to civil-society agenda-finding.

13. Climate Citizens’ Assembly

A citizens’ assembly and public deliberation project for amending the Carbon Neutrality Act and addressing the climate crisis. Citizens directly propose agendas and engage in dialogue, ensuring citizen voices are reflected in legislation and policy decisions.

14. AI Democracy Citizen Dialogue

A public forum where citizens themselves ask and talk through the question of democracy in the AI era. Through the lecture series “Asking Democracy Again in the AI Era” and the gathering of citizen questions, citizens deliberate together on what AI should mean for them. 15. AI Democracy Citizen Lab

A space where citizens and workers work hands-on with AI to generate ideas. Through the “AI Ideathon for Workers and Workplaces,” citizens experiment directly with how they might use and reshape AI as it enters workplaces and daily life. A full citizens’ assembly in the proper sense is treated as a future direction in Category 11, AI & Future Technology.

16. Korea Talks (Hankyoreh × Parti)

✅ Implemented

⭐ Parti Original

A social-conflict-resolution dialogue program jointly operated by Hankyoreh (Korea’s major progressive newspaper) and Parti. Uses Parti’s Galaxy Vote and Star Talk methodology to match citizens with the most differing views and conduct in-depth one-on-one dialogue. Opinion changes before and after dialogue are tracked as data.

17. Seoul Education Communication Square

The Seoul Office of Education’s citizen-collaboration platform. An open participation space where students, parents, teachers, and citizens can share opinions and propose ideas on Seoul’s education policy.

18. Regional Citizen-Collaboration Platforms

✅ Implemented

Platforms operated in partnership with local governments and regional communities. Examples include “I’m In Busan” (social problem-solving platform), Eunpyeong District’s “Forest of Participation” (online policy platform), Korea YWCA’s “Medical Public Discourse Platform,” Gyeonggi Province’s village-policy platform, and DemosX-based platforms in Miryang, Jeonju, Chuncheon, Wanju, and other regions.
