A digital citizen square does not grow on tools alone. The square comes alive when citizens know how to use the tools, can envision the future together, and can build something themselves. For a decade, Parti has operated education and capacity-building programs that grow citizens into campaigners, fact-checkers, data activists, and civic hackers.

Education Programs

Parti’s education courses where citizens systematically build digital civic capacity.

1. Parti Campaigner School

✅ Implemented

An education program building citizens’ capacity to plan and run digital campaigns. Covers the full process campaigners need — campaign design, message writing, digital tool use, and participant organizing.

2. Citizen Fact-Checker Education

✅ Implemented

A course growing citizens into fact-checkers who verify information themselves. Composed of a basic course (history of fact-checking, everyday fact-checking, hands-on practice) and an advanced course, combining online and offline. From 2023 to 2025, it grew more than 300 citizen fact-checkers.

3. Data Citizen Workshops

✅ Implemented

Workshops building citizens’ capacity to handle data, visualize it, and discover its social meaning. Operated in various regions and with various participants — Daegu Civic Data Lab, Gwangju Youth “I’m Also a Data Activist,” and more.

4. Public Servant & Institutional Participation Training

✅ Implemented

Training for public servants and institutional staff who operate citizen-collaboration platforms. Covers the principles of participatory governance, public forum operation, and digital tool use. Parti’s 200+ public forums of experience form the foundation of the curriculum.


Deliberation & Consensus Methodologies

Parti’s workshop methodologies for citizens to envision the future and identify agendas together.

5. Scenario Workshop

✅ Implemented

A participatory deliberation workshop where citizens review and critique several future scenarios (usually 3–4) pre-written by experts, develop their own visions, and reach agreement on action plans. Parti operates this 1990s Danish Board of Technology methodology in the Korean citizen-square context. The expert scenarios are only a starting point — what matters is that citizens have the right to critique them and draw their own future. Suited to topics needing long-term vision: climate crisis, the AI era, urban futures.

6. Citizen Proposal Workshop

✅ Implemented

A workshop where citizens build their own problems and proposals within a given theme. The theme is set in advance, but what counts as a problem and what to propose is entirely up to citizens. Proposals from the workshop flow naturally into DemosX’s digital citizen proposal system, advancing to deliberation and policy stages.

Parti’s experiential programs where citizens gather to build and try things directly.

7. Hackathon

✅ Implemented

A civic-hacking event where citizens build solutions to social problems with their own expertise. Planned and operated by Parti’s Citizen Data Lab, bringing together developers, designers, planners, and activists to create workable outcomes.

8. Ideathon

✅ Implemented

An event where, once a theme and concrete problem are presented, citizens, experts, and activists gather to create new solutions within an intensive period. Beyond mere idea generation, results are presented and demonstrated in workable form. Operated on diverse timely themes, such as the “AI Ideathon for Workers and Workplaces.”

9. Datathon

✅ Implemented

A blend of “data” and “hackathon” — an event where, within a set time, data on a specific theme is gathered and analyzed to find problem-solving approaches. Parti runs open datathons as part of the “Change the World with Data” project, as well as a monthly “Datathon of the Month.” Diverse citizen-led data projects — climate crisis monitoring, National Assembly bill data, youth inequality, gender data — have been created at datathons.

10. Fact-Check-a-thon

✅ Implemented

A fact-checking event where citizens verify information together through collaboration. One of the core activities of Parti’s Fact-Check Center, forming the citizen fact-checking ecosystem alongside fact-check education and fact-check projects. Actively operated today.

11. Parti Democracy Camp

✅ Implemented

A comprehensive education program where citizens learn Parti’s diverse democracy activities — voting, discussion, campaigns, fact-checking, data — all in one place. A space to broadly experience and acquire the capacities needed as a digital citizen.

12. Campaigner Life Game

✅ Implemented

⭐ Parti Original

Parti’s workshop methodology for learning the campaign-running process by experiencing it as a game. Participants walk through a simulated campaign and directly experience the role of campaigners. (Also covered in Categories 3 and 8.)


Collaborative Guide-Making

Parti’s collaborative projects that create guides on specific topics with citizens and activists, then distribute them to society.

13. Generative AI Guide for Civil Society

✅ Implemented

A guide project that helps civil society organizations think through and shape how they use generative AI tools. Co-hosted by Jinbonet (Korean Progressive Network Center), the Institute for Digital Rights, and Parti, it gathers field experiences and concerns through activist workshops to collaboratively build a generative AI policy model for civil society.

14. Public Forum DEI Guide

✅ Implemented

A guide citizens create together to strengthen diversity, equity, and inclusion (DEI) in public forums. Datathons surface diversity data from public forums, issue meetups and citizen dialogues gather the discussion, and the results are organized into a DEI guide distributed to society. An effort to fix — by citizens’ own hands — the structures where certain groups are overrepresented and minority voices go unheard.

15. Civic Capacity Education Framework for the AI Era

A systematic education framework — for an era when AI has entered deeply into daily life and democracy — building citizens’ capacity to critically understand AI, use it autonomously, and participate in its governance. A direction in which Parti’s existing education programs integrate and evolve for the AI era.
